Requires local and regional boards of education to provide in-service training to teachers, administrators, and pupil personnel on teen dating violence and domestic violence, effective July 1, 2010

Expands existing in-service training requirements to include health and mental health risk reduction education covering violence prevention, alongside existing topics like substance abuse, sexually transmitted diseases, and youth suicide

Allows paraprofessionals and noncertified employees to voluntarily participate in in-service training programs provided by boards of education

Directs the State Board of Education to encourage local and regional boards to include domestic violence and teen dating violence education as topics in in-service training programs
