Changes the date used to count resident students in public schools from October 1st to January 15th for determining state education funding and aid calculations.

Maintains existing provisions for adjusting resident student counts based on Department of Education compliance reviews, extended school days beyond 180 days, and summer session attendance.

Defines "enrolled" to include students scheduled for vacation who are expected to return to school as scheduled.

Includes special counting provisions for pupils participating in programs established under section 10-266aa in accordance with that section's requirements.

Takes effect July 1, 2010.
