Department of Education must develop a plan for school resource officer training course by January 1, 2011, in consultation with the Police Officer Standards and Training Council, Department of Children and Families, Court Support Services Division, and Connecticut School Resource Officer Association.

Training course plan shall include instruction on school resource officer roles and responsibilities, state and federal laws, school security, counseling and conflict resolution, emergency response, de-escalation techniques for students with behavioral health and special education needs, child/adolescent psychology, cultural competence, and gender-responsive strategies.

Plan must include cost estimate and timetable for development and implementation of the training course, and requirement for school resource officers to successfully complete the course.

Department of Education shall report on the developed plan to the joint standing committee having cognizance of education matters by January 1, 2011.

Act takes effect July 1, 2010.
