Commissioner of Environmental Protection must review adequacy of recycling regulations every ten years starting January 1, 2011, and expand designated recyclable items by October 1, 2011 to include plastic containers of 3 gallons or less, boxboard, and additional paper types.

Municipalities must offer curbside or backyard recycling collection to all residents and businesses by July 1, 2011, unless the municipality already recycles above the statewide average.

Properties with public gathering venues where designated recyclable items are sold or distributed must provide recycling receptacles that are as accessible and located as prominently as trash receptacles.

Municipalities must register solid waste collectors annually and disclose collector ownership, subsidiaries, service areas, waste types, and disposal locations; municipalities must report this information to the state by January 15 each year.

Solid waste facilities receiving loads of one ton or more must report the name and address of the applicable waste collector to the Commissioner of Environmental Protection.
