Secretary of the State shall establish a pilot program requiring municipalities to allow voter registration on primary day at municipal primaries held in 2011.

Individuals who are not currently registered in a municipality but meet voter eligibility requirements may apply for admission as an elector on primary day.

Registrars of voters designate a location for processing primary day registration applications with access to the state-wide centralized voter registration system and must verify applicants have not previously voted in the primary.

Primary day registration applicants must appear in person, provide identification (including photo ID from higher education institutions), declare residential address, and sign an affirmation under oath that they have not voted in the primary.

Secretary of the State shall survey election officials after the 2011 municipal primaries and submit findings and recommendations to the joint standing committee on elections by January 10, 2012.
