Transfers oversight of state agency affirmative action plans from the Commission on Human Rights and Opportunities to the Department of Administrative Services, effective October 1, 2010.

Requires state agencies, departments, boards, and commissions to file affirmative action plans annually (or biennially if previously approved) with the Department of Administrative Services, including race, gender, occupational category, and age data for all full-time employees.

Requires contractors with 50+ employees awarded public works contracts over $50,000 and all public works bidders to develop and electronically file affirmative action plans with the Department of Administrative Services for approval.

Transfers contractor affirmative action plan approval authority and monitoring functions from the Commission on Human Rights and Opportunities to the Department of Administrative Services.

Allows state agencies required to prepare affirmative action plans for federal agencies to submit those federal plans to the Department of Administrative Services instead of developing separate state plans.
