Requires commissions, task forces, committees, and state agencies to submit reports to the General Assembly electronically to the Senate and House clerks, the State Librarian, and the Office of Legislative Research, effective July 1, 2010.

Eliminates the requirement for commissions and agencies to file multiple physical copies with the State Librarian, replacing it with a single electronic submission standard.

Modifies the Commission on Innovation and Productivity reporting requirements to electronically send summaries (two pages or less) or notifications (for longer summaries) to all General Assembly members instead of mailing physical copies.

Updates the Department of Social Services reporting requirements for the Money Follows the Person demonstration project to comply with electronic submission standards outlined in section 11-4a.
