Expands the definition of "reverse auction" to include services in addition to goods and supplies in online bidding processes where qualified bidders submit anonymous bids or proposals.

Defines "services" eligible for reverse auctions to include laundry, pest control, janitorial, security, equipment rental/repair/maintenance, advertising, photostating, mimeographing, and similar non-construction services provided by non-employees.

Allows state agencies, municipalities, and school districts to use reverse auctions for service contracts when they determine it is advantageous and ensures competitive bidding, with authority to contract third parties to manage auctions.

Permits contracting agencies to use reverse auctions in accordance with applicable statutory requirements and their own procurement policies.

Takes effect upon passage and amends General Statutes Section 4a-60b.
