Permits two or more boards of education to establish written shared service agreements with each other or with their municipalities, effective October 1, 2010

Establishes reimbursement for pupil transportation costs based on towns' adjusted equalized net grand list per capita ranking, with percentages ranging from zero to sixty percent depending on rank

Guarantees minimum transportation grants of one thousand dollars to all local and regional boards of education

Provides additional grant funding for fiscal year ending June 30, 2012, to boards of education that enter cooperative transportation agreements and achieve documented savings compared to fiscal year 2010 costs; grant equals half the difference in reimbursements

Authorizes Commissioner of Education to provide up to two thousand dollars per pupil in transportation grants for students attending technical high schools or regional agricultural centers to support diversity goals
