Requires state's attorneys to personally notify peace officers who were victims of assault (violations of section 53a-167c) of the date, time, and place of sentencing hearings or plea agreement proceedings prior to court action

Permits crime victims to appear before court and make statements regarding plea agreements, penalties, injuries, and financial losses resulting from the crime

Allows victims to submit written statements in lieu of appearing in person, which must be filed with the sentencing court and made part of the record

Requires courts to inquire on the record whether victims are present or have submitted written statements, and permits courts to refuse negotiated pleas if appropriate after considering victim statements
