Prohibits permit issuance to applicants under age 21, with felony convictions, certain mental health histories, active restraining/protective orders, or who are undocumented aliens.

Requires applicants to successfully complete an approved safety course for electronic defense weapons and submit to criminal history records checks via state and federal databases.

Modifies existing weapon carrying laws to include electronic defense weapons in vehicle restrictions and personal carrying prohibitions, with permit exception.
