Replaces "selectmen" with "chief executive officer" throughout pawnbroker and precious metal dealer licensing provisions, effective October 1, 2010.

Requires pawnbrokers to maintain computerized record-keeping systems and photograph jewelry items for at least 60 days after acquisition.

Permits pawnbrokers to charge reasonable fees for memoranda, storage, insurance, and appraisal services, and requires payment by check, draft, or money order rather than cash.

Mandates precious metal and stone dealers retain purchased goods for at least 10 days before resale or transfer.

Establishes that licensing violations can result in license revocation and requires criminal history background checks for applicants who have been convicted of felonies.
