Amends Section 7-178 of Connecticut general statutes to permit raffle tickets sent through the mail to include a statement that a person may enter the raffle without paying for the ticket.

Maintains existing requirements that raffle equipment must be owned or rented from registered dealers with principal places of business in Connecticut, with an annual registration fee of $375.

Requires all raffle tickets to display the date, time, place of raffle, the three most valuable prizes, and total number of prizes to be awarded.

Allows out-of-state equipment dealers to be registered if an in-state dealer is unavailable.

Takes effect October 1, 2010.
