Commissioner of Education shall annually by December 1 determine and certify teacher shortage areas by subject and geographic location, considering vacancies, new certificates issued, and out-of-field teaching.

Board of Governors of Higher Education must develop a strategic master plan for higher education by January 1, 2012, with benchmarks for 2015 and 2020, addressing workforce alignment, student achievement gaps, and tuition affordability.

Board of Governors shall submit progress reports on the strategic master plan by January 1, 2011, and biennially thereafter to the Governor and relevant legislative committees.

Office of Workforce Competitiveness must biennially report to the Board of Governors on workforce sectors needing career pathways and the postsecondary programs required to address those needs.

Higher Education Coordinating Council shall annually recommend to the Board of Governors which postsecondary programs are needed to address workforce shortages and which existing programs lack adequate capacity.
