Establishes a task force to study traumatic brain injuries, including examination of existing services, options for developing and improving services, and unique needs of veterans with traumatic brain injury.

Task force composition includes 10 members: two appointed by House Speaker, two by Senate President Pro Tempore, one each by House and Senate majority leaders, one each by House and Senate minority leaders, the Commissioners of Veterans' Affairs and Public Health (or designees), and two appointed by the Governor.

All appointments must be made within 30 days of the effective date, with the first meeting scheduled no later than 60 days after the effective date.

Administrative support provided by the staff of the General Assembly select committee with cognizance over veterans' affairs.

Task force must submit findings and recommendations to the veterans' affairs select committee no later than January 1, 2011, and terminates upon submission or January 1, 2011, whichever is later.
