Establishes a pilot program in Bridgeport allowing advanced dental hygiene practitioners with a master's degree to provide expanded dental services under collaborative management agreements with licensed dentists.

Advanced dental hygiene practitioners may perform services including local anesthesia administration, tooth restoration, pulpotomies, extractions, suture placement, and prescription of analgesics, anti-inflammatories, and antibiotics.

Requires collaborative management agreements in writing that specify supervisory relationships, medication protocols, emergency procedures, and patient outcome review methods.

Mandates professional liability insurance coverage of at least $500,000 per occurrence and $1.5 million aggregate for all practitioners providing direct patient care.

Pilot program commences January 1, 2013 and terminates January 1, 2014; Commissioner of Social Services must report to legislature by July 1, 2014 with recommendations for statewide expansion.
