Secretary of the Office of Policy and Management must submit a report by July 1, 2010 to the joint standing committee on human services regarding purchase of service contracts.

Report shall include recommendations for improving uniformity of state agency policies and procedures relating to purchase of service contracts.

Report shall include a timeline for implementing recommended changes to agencies' policies and procedures.

"Purchase of service contract" defined as contracts between state agencies and private providers or municipalities for direct health and human services to agency clients, excluding administrative, clerical, material goods, training, consulting services, or contracts with individuals.
