Removes special permitting procedures from multiple Connecticut environmental statutes and requires the Department of Environmental Protection to follow the Uniform Administrative Procedures Act (Chapter 54) when issuing general permits.

Changes the Commissioner's authority from "may" to "shall" adopt regulations for general permits in sections covering wetlands (22a-45a), air pollution (22a-174), solid waste (22a-208a), flood management (22a-349a), water diversions (22a-378a), dams (22a-411), and hazardous waste (22a-454).

Eliminates specific notice and comment procedures previously required for general permit issuance, including 30-day comment periods, newspaper publication requirements, and public hearing triggers based on 25-person petitions.

Adds requirement that regulations adopted by the Commissioner shall include standards for issuance of general permits across all affected environmental permit categories.

All changes are effective October 1, 2010.
