Repeals section 4b-95(e) which provided limited disqualification authority for general contractors violating bid provisions, consolidating disqualification authority under more comprehensive statutes.

Extends the maximum disqualification period from two years to five years for contractors disqualified by the Commissioner of Public Works under section 31-57c.

Extends the maximum disqualification period from two years to five years for contractors disqualified by the Commissioner of Transportation under section 31-57d.

Updates contractor application requirements under section 4a-100(c) to reference amended disqualification sections 31-57c and 31-57d.

All changes take effect July 1, 2010.
