Modifies veteran tuition waiver eligibility at Connecticut regional community-technical colleges, Connecticut State University System, and University of Connecticut by changing language from "having served in time of war" to "who performed service in time of war" effective July 1, 2010.

Removes specific references to Grenada invasion (October 25, 1983 to December 15, 1983), Panama invasion (December 20, 1989 to January 31, 1990), and Lebanon peacekeeping mission (September 29, 1982 to March 30, 1984) as qualifying military service for tuition waivers.

Clarifies that "service in time of war" shall not include time spent in training or in attendance at a military service academy.

Applies changes uniformly across all three higher education systems: regional community-technical colleges, Connecticut State Universities, and University of Connecticut.

Maintains all other tuition waiver categories including dependent children of missing-in-action or prisoner-of-war service members, National Guard members, and families of public safety officials and military personnel killed in action after September 11, 2001.
