Extends the foreclosure mediation program deadline from July 1, 2010 to July 1, 2012 for residential mortgage foreclosures with return dates between July 1, 2009 and June 30, 2012.

Requires mortgagees to provide mortgagors with contact information for settlement authority (including mortgagee, mortgage servicer, and agent) on or before the first mediation session.

Mandates mortgagees bring itemized lists of all fees, costs, attorney's fees, and overdue amounts to mediation sessions, with updated lists at subsequent sessions.

Establishes court authority to sanction mortgagors, mortgagees, or attorneys who fail to make good-faith efforts during mediation.

Maintains existing mediation procedures including first session within 15 business days, mediator determination of further mediation benefit within 2 days, and automatic termination upon mediator report filing.
