Requires regional planning agencies to update their conservation and development plans to include promotion and sustenance of affordable housing in their regions, effective October 1, 2010.

Exempts employees of nonprofit housing corporations from real estate licensing requirements when performing management duties for housing projects, including those certified as tax-exempt under Section 501(c)(3) of the Internal Revenue Code.

Extends the real estate licensing exemption to employees of nonprofit housing corporations managing projects assisted by the federal government under Section 8 of the United States Housing Act of 1937 or receiving low-income housing credits under Section 42 of the Internal Revenue Code.

Requires the Secretary of the Office of Policy and Management to establish uniform review criteria by October 1, 2011 to evaluate regional conservation plans for consistency with state plans of conservation and development.
