Adopts the Uniform Unsworn Foreign Declarations Act, effective October 1, 2010, allowing unsworn declarations to satisfy legal requirements for sworn declarations when made by individuals physically located outside U.S. boundaries.

Unsworn declarations must be signed, given under penalty of perjury, and follow a specified form that includes a statement declaring the declarant is physically located outside the geographic boundaries of the United States, Puerto Rico, U.S. Virgin Islands, and U.S. territories.

Unsworn declarations have the same legal effect as sworn declarations under Connecticut law and must be presented in the same medium as required for sworn declarations.

Amends Connecticut General Statutes Section 53a-156 to expand the perjury statute to include false statements made in unsworn declarations under this act, maintaining perjury as a class D felony.

Modifies the federal Electronic Signatures in Global and National Commerce Act except for Section 101(c) and restrictions on electronic delivery of certain notices listed in Section 103(b).
