Applies to construction contracts entered into on or after October 1, 2010, including renovations, rehabilitation projects, and subcontracts between owners, contractors, and subcontractors in Connecticut.

Allows claimants to file written offers of compromise with the court before an arbitration award is rendered, which the respondent may accept within 30 days to settle the dispute.

If the claimant recovers an arbitration award equal to or greater than the offer of compromise amount, the court shall add 8 percent annual interest (computed from arbitration commencement date) and award reasonable attorney's fees.

Voids any construction contract provision requiring disputes to be mediated, arbitrated, or adjudicated under the laws of any state other than Connecticut, regardless of where the contract was executed.
