Prohibits any person from possessing an open alcoholic beverage container in the passenger area of a motor vehicle while operating on any highway or highway right-of-way in Connecticut, effective October 1, 2010.

Defines "open alcoholic beverage container" as a bottle, can, or receptacle containing alcohol that is open, has a broken seal, or has partially removed contents.

Exempts passengers in vehicles-for-hire, recreational vehicles, employer-operated passenger transport vehicles, and privately-hired vehicles where the owner/lessee can provide proof of payment to the operator.

Establishes infraction penalties for the vehicle operator: $90 for a first violation, $200 for a second violation, and $500 for any subsequent violation.

Excludes parking areas at professional or college sporting events (from 6 hours before to 2 hours after the event) from the definition of "highway" for purposes of this law.
