Department of Veterans' Affairs must conduct a study of homeless female veterans in Connecticut, including analysis of the number of such veterans and available shelter options and resources.

Commissioner of Veterans' Affairs must report study findings to the legislative select committee on veterans' affairs by January 1, 2011.

At least one service officer in the veterans' advocacy and assistance unit must be a woman with demonstrated interest in women veterans' concerns.

Effective upon the next service officer opening on or after July 1, 2010, at least two service officers must have bilingual proficiency in English and Spanish, within existing authorized positions.

Service officers must complete a course in veterans' benefits within one year of employment and be assigned to one of Connecticut's five congressional districts.
