Establishes a "GAAP salary reserve account" as a separate nonlapsing account within the General Fund to cover the cost of an additional twenty-seventh payroll period that occurs periodically within a single fiscal year.

Requires the General Assembly to appropriate one-tenth of the projected amount needed to fund the additional payroll period annually, beginning in fiscal year 2012 and continuing in each succeeding fiscal year.

Directs the Comptroller to report to the General Assembly after each disbursement of the additional payroll period amount, projecting the funds required for the next occurrence.

Account is effective from passage of the act, approved June 8, 2010.
