Secretary of the Office of Policy and Management must consult with heads of state agencies to establish benchmarks measuring effectiveness of state-funded programs and services in meeting recipient needs.

Each benchmarked program or service must have a termination plan if it fails to meet established benchmarks within two years of implementation.

Secretary must report to the joint standing committee on appropriations by January 1, 2011 with proposed benchmarks, termination plans, and legislative recommendations.

Secretary must also submit relevant portions of the report to joint standing committees overseeing specific state-funded programs or services.
