Establishes a task force to study how long Medicaid recipients stay in acute care hospitals before transferring to long-term care facilities

Task force shall examine reasons for extended hospital stays, barriers to transfer, required federal approvals, and clinical/licensure standards affecting transfers

Comprises 13 members including state commissioners (Social Services, Public Health, Office of Policy and Management), three hospital representatives, nursing home representatives, and advocacy organization representatives

Appointments must be made within 30 days of enactment, with first meeting required within 60 days

Task force must submit findings and recommendations to reduce hospital stays for Medicaid recipients to relevant legislative committees by October 1, 2010, then terminate
