Reorganizes probate court regulations by consolidating subsection (b) of section 45a-77 into nine numbered subdivisions covering auditing, case transfers, personnel training, fund remittance, compensation, staffing criteria, budget approval, fund expenditure, and enforcement provisions.

Expands probate court locations to allow courts to be held outside the traditional district if necessary to facilitate party attendance, and modifies expense allocation procedures for multi-town districts to allow towns to agree on proportional cost-sharing arrangements.

Establishes detailed procedures for the Probate Court Administrator to address deficiencies in court operations or facilities, including notice requirements, remedial meetings, and a formal review panel process allowing judges to request hearings within ten business days.

Adds "record maintenance" to the Probate Court Administrator's regulatory authority and modifies language referencing regulation approval processes throughout the statute to reflect the consolidated regulatory structure.

Effective dates: October 1, 2010 for most provisions and January 5, 2011 for sections addressing employee insurance contributions and annual weighted-workload definitions.
