Amends Medicaid state plan to cover hospice services (effective January 1, 2009) and podiatry services (effective January 1, 2011) as mandatory covered services.

Requires Commissioner of Social Services to amend Medicaid state plan by February 1, 2011 to include foreign language interpreter services for beneficiaries with limited English proficiency and to develop medical billing codes for interpreter services.

Establishes a Council on Medicaid Care Management Oversight to advise the Commissioner on planning and implementation of Medicaid care management programs and monitor eligibility, benefits, access, and quality assurance.

Amends smoking cessation treatment coverage by requiring the Commissioner to amend the Medicaid state plan by January 1, 2011 to provide coverage for treatment ordered by licensed health care professionals.

Directs Commissioner to apply for a Medicaid Research and Demonstration Waiver to convert state-funded portions of the Connecticut home care program for the elderly to Medicaid funding, with federal funds deposited into the Long-Term Care Reinvestment Account to increase provider rates.
