Transfers funds from Disproportionate Share - Medical Emergency Assistance, DSH - Urban Hospitals in Distressed Municipalities, and Connecticut Children's Medical Center accounts to the Medicaid Rates - Hospitals account effective fiscal year ending June 30, 2010 and thereafter.

Transferred funds are used to obtain federal matching funds for increasing each hospital's Medicaid rate to offset 100 percent of the hospital's loss from the disproportionate share fund transfer.

Requires the Commissioner of Social Services to mandate that managed care organizations in the HUSKY Plan pay contracting hospital providers rates no less than those established for the Medicaid fee-for-service program.
