Commissioner of Social Services shall disburse all federal Temporary Assistance for Needy Families (TANF) Emergency Contingency Fund reimbursements beginning in fiscal year 2010 and each year thereafter.

For reimbursements from non-General Fund sources: 80% of the first $250,000 per service provider goes to providers for additional TANF benefits, 20% goes to General Fund; reimbursements exceeding $250,000 are split equally between provider and state.

For reimbursements from General Fund-contracted services: 30% of reimbursements go to service providers for additional TANF benefits; 70% goes to General Fund for TANF-permitted purposes.

Reimbursements for subsidized employment services under the Jobs First program shall be deposited in the General Fund and used to fund additional subsidized employment services under TANF.

Federal advance payments for future TANF Emergency Contingency Fund benefits shall be deposited in the General Fund and used for TANF-approved programs where service providers contribute the required 20% nonfederal match.
