Board of Governors of Higher Education must review all programs and services administered by the Department of Higher Education and constituent units of the state system of higher education, effective July 1, 2010.

Board shall assess the effectiveness and benefits of reviewed programs and services, and assign priority for their continued funding.

Board must submit findings and recommendations to the joint standing committee on appropriations and state agency budgets no later than January 1, 2011, and annually thereafter.
