Establishes a central open space and farmland preservation registry by October 1, 2010, to be developed by the Commissioners of Environmental Protection and Agriculture in collaboration with municipalities, containing information on preserved open space and agricultural land properties.

Requires the Commissioner of Environmental Protection to create and maintain a map of all preserved open space and farmland, and to identify lands needed to protect habitats of species of greatest conservation need under Connecticut's Comprehensive Wildlife Conservation Strategy, with established acquisition priorities.

Modifies the Natural Heritage, Open Space and Watershed Land Acquisition Review Board to include new responsibilities for reviewing acquisition priorities and requires the board to meet at least quarterly and report annually to the General Assembly on grant awards and findings.

Requires municipalities to record specific information in land records simultaneously with acquiring property designated for public trust purposes (open space, parks, recreational areas), including referendum dates, ordinances, property details, and use restrictions.

Authorizes the Attorney General to enforce open space restrictions in Superior Court if a municipality fails to comply with voter-approved requirements, though failure to record does not eliminate the underlying restriction obligation.
