Allows owners of forest land classified under sections 12-96, 12-97, and 12-98 to convert to section 12-107d provisions between October 1, 2010 and October 1, 2011 without penalty.

Eliminates penalties for conversions including those related to standing timber value, sales to land preservation organizations, or conservation easement sales.

Requires any conversion agreements reached between October 1, 2010 and October 1, 2011 to be executed no later than October 1, 2011.

Amends general statutes sections 12-96, 12-97, and 12-98 governing forest land classification and taxation, effective upon passage.
