Board of Governors of Higher Education shall encourage teacher preparation experimentation and appoint an advisory council to coordinate state activities related to teacher preparation for public schools.

Department of Higher Education shall expand summer and weekend/evening alternate route certification programs, including new regional programs for subject shortage areas and programs for former teachers seeking to resume careers.

Creates new alternate route certification program for school administrators and superintendents, requiring candidates to hold a bachelor's degree, have 30+ months of teaching experience, and demonstrate effective leadership and teaching records based on student achievement.

Alternate route administrator program candidates must complete a one-year residency as assistant principal or demonstrate two years of management experience, and may satisfy coursework requirements through State Board approved assessments or relevant work experience.

Permits teaching experience in nonpublic schools approved by the State Board of Education to count toward initial educator certificate preparation requirements, effective July 1, 2010.
