Modifies tuition calculation formulas for interdistrict magnet schools established after July 1, 2008, with varying rates for fiscal years 2009, 2010, and 2011 onward based on per pupil expenditures and state subsidies.

Changes non-tenure teacher contract renewal notification deadline from April 1 to May 1 and specifies hearing procedures before the board, impartial hearing panel, or single hearing officer.

Shifts charter school reporting requirement from annually to biennially beginning January 1, 2011, and requires assessment of charter school funding adequacy and facility availability.

Establishes an Early Childhood Education Cabinet comprising state commissioners, legislators, educators, and community representatives to coordinate early childhood services and submit annual strategic reports.

Creates a task force to study efficacy of annual postural screening requirements for students in grades 5-9 and determine whether legislative changes are necessary; requires report by January 1, 2011.

Authorizes superintendent access to state-wide public school information system for limited purposes of reviewing examination dates, scores, and student achievement levels under state mastery examinations.

Removes section 53a-49 from the list of criminal convictions that trigger automatic revocation or denial of educator certificates and permits.
