Establishes a task force to study individualized educational programs (IEPs), examining existing processes, federal laws, training requirements, and compliance issues in their administration

Task force membership includes three state commissioners (Education, Higher Education, Developmental Services), four General Assembly members, and representatives from school boards, regional educational service centers, special education facilities, parent advocates, administrators, and teachers

Task force shall examine how to codify relevant federal IEP laws into state law, develop district-level audit programs, and address noncompliance by personnel and school districts

All task force appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days

Task force must submit findings and recommendations to relevant joint standing committees by February 1, 2011, and terminates upon report submission or January 1, 2011, whichever is later
