Removes requirement for Secretary of the State to reserve and distribute seven copies of printed bills to the State Library, Yale University, University of Connecticut, Wesleyan University, Library of Congress, and Quinnipiac College.

Eliminates requirement for "certificate of mailing" as evidence when Secretary of the State mails special session notices to General Assembly members by first class mail.

Transfers disclosure filing requirement for authority commissioners from the Office of the Secretary of the State to the Office of State Ethics.

Repeals sections 3-81 and 3-84 of the general statutes.

All provisions effective upon passage.
