Commissioner of Children and Families must submit a plan by January 1, 2011 to relevant legislative committees detailing the transfer of children and youth in state custody from out-of-state residential facilities to in-state therapeutic group homes and other licensed facilities.

Plan must include a detailed process description for transferring children and youth to state-located therapeutic group homes and other facilities licensed by state agencies, and a timeline for completing the transfers.

"Therapeutic group home" is defined as a residential facility licensed by the Department of Children and Families or Department of Developmental Services serving fewer than ten children and youth with behavioral health and other healthcare or social needs requiring clinical support services.

Commissioner must consult with private providers of services in therapeutic group homes, and the Commissioners of Mental Health and Addiction Services, Developmental Services, and Public Health during plan development.

Plan must be submitted to joint standing committees of the General Assembly with cognizance over human services, public health, and appropriations and state agency budgets.
