Commissioner of Social Services shall submit a plan by October 1, 2010 regarding health monitoring of premature infants born to Medicaid recipients, including hospital discharge planning and six-month post-discharge follow-up to reduce rehospitalization.

Department of Social Services must provide notice to parents in child support cases at least every three years informing them of their right to request support order review, specifically noting that loss of income from incarceration or job loss may be grounds for modification.

Establishes supplemental quality enhancement grant program for child day care providers and school readiness programs, with grants available for accreditation, staff training, health services, equipment, facility repairs, and programs serving children birth to three years old, with funds distributed by August 1 annually.

Department of Social Services shall establish supplemental nutrition commodities assistance program providing funds through the Connecticut Food Bank to purchase nutritional foods for soup kitchens, food pantries, and emergency shelters, with handling charges limited to rates set by Feeding America network.
