Requires the State Building Inspector and Codes and Standards Committee to revise the State Building Code by July 1, 2011 to mandate electric vehicle charging infrastructure in all new residential construction and some commercial construction, supporting any make or model of electric vehicle.

Allows hybrid and alternative fuel vehicles (hydrogen fuel-cell powered or those with dual energy storage systems) to use high occupancy vehicle lanes on state limited access highways regardless of occupant number, effective July 1, 2010.

Establishes the "electric vehicle infrastructure support account" as a nonlapsing fund within the General Fund to provide grants through the Department of Economic and Community Development for businesses upgrading infrastructure to support electric and hydrogen fuel-cell vehicles.

Extends the sales tax exemption for hydrogen fuel cell and electric passenger motor vehicles from July 1, 2010 through June 30, 2012.

Clarifies that insurance companies must reimburse sales tax on constructive total loss vehicles only when the insured originally paid sales tax on the vehicle.
