Allows U.S. citizens born outside the United States to vote in federal elections if their parent or guardian was a Connecticut resident before moving abroad, provided they meet eligibility requirements including valid passport/identification and no disfranchising criminal conviction.

Extends voter registration limited session hours from noon to 5 p.m. on the last weekday before elections to accommodate more voters who recently met age, citizenship, or residence requirements.

Permits municipal clerks to transmit absentee ballot applications and receive completed applications through electronic means in addition to facsimile machines, though original applications must still be mailed and received by close of polls.

Authorizes military members and overseas citizens to receive absentee ballots by electronic means in addition to mail, with required certification forms prescribed by the Secretary of State for electronically-issued ballots.

All provisions take effect upon passage of the act.
