Allows probate court judges and employees to receive retirement credit in the probate retirement system for prior state service, effective January 1, 2011.

Limits total credit for military service and state service combined to a maximum of three years in the aggregate.

Requires judges and employees to apply to the State Retirement Commission within one year of first becoming a member or within one year of January 1, 2011, whichever is later.

Requires applicants to make retirement contributions sufficient to cover both the member's contribution and the current service cost to the Probate Court Administration Fund within twelve months of application.

Adds definition of "state service" as defined in section 5-154 to the probate retirement system statutes.
