HB 5446 - Public Act No. 10-92: Mass Gatherings

• Requires a license from the chief elected official (or designee) for assemblies of 2,000+ people lasting 12+ consecutive hours, with a $100 fee per day and location.

• Allows municipalities to waive the licensing process if organizers provide prior notification and written documentation of compliance with health and safety requirements at least 20 days in advance.

• Applicants must submit written plans for emergency medical services, on-site security, traffic control, fire protection, potable water, sanitation, waste disposal, parking, and food safety, prepared in consultation with relevant local authorities.

• License applications must be submitted in writing at least 20 days before the assembly and shall be issued within 15 days if all requirements are met.

• Exempts permanently established venues (stadiums, arenas, auditoriums), government-sponsored fairs on established fairgrounds, and annual agricultural fairs meeting specific criteria (10+ year history, nonprofit status, advance notification).
