Requires distributors and dealers to post notices at each point of sale stating that selling tobacco products to anyone under 18 is prohibited, that minors misrepresenting their age to purchase cigarettes is illegal, and listing penalties and fines under sections 53-344 and 12-295a.

Prohibits distributors and dealers from displaying cigarettes or tobacco products in any manner that allows customers to handle them before purchase, regardless of the customer's age.

Establishes a fine of up to $100 for violations of the posting and display requirements.

Empowers the Commissioner of Consumer Protection to investigate alleged violations and fine distributors or dealers up to $100 per violation after notice and hearing, with each day of non-compliance counting as a separate violation.

Takes effect October 1, 2010.
