Allows prescribing practitioners to prescribe and dispense oral antibiotic drugs to sexual partners of patients diagnosed with chlamydia or gonorrhea without physically examining the partners.

Protects prescribing practitioners from liability or standard of care violations when prescribing or dispensing antibiotics to untested sexual partners under this expedited partner therapy provision.

Authorizes the Commissioner of Public Health, in consultation with the Commissioner of Consumer Protection, to adopt regulations to implement the expedited partner therapy provisions.

Permits municipal health departments, state institutions, and licensed physicians to provide treatment for venereal disease to minors without parental consent, with confidentiality protections.

Changes language regarding treatment of minors with venereal disease to make reporting to the Commissioner of Children and Families mandatory only for minors 12 years of age or younger.
