Permits out-of-state health care practitioners holding valid unrestricted licenses from other states, U.S. territories, or Washington D.C. to provide uncompensated health care services in Connecticut at free clinics, charitable medical events, or athletic competitions like the Special Olympics

Requires out-of-state practitioners to work under supervision of a Connecticut licensed health care practitioner in the same professional category and cannot represent themselves as Connecticut licensed or certified

Mandates out-of-state practitioners maintain professional liability insurance or malpractice indemnity coverage equal to or greater than Connecticut requirements, either personally or through the sponsoring organization

Makes organizations conducting free clinics, charitable medical events, or athletic competitions responsible for ensuring participating out-of-state practitioners comply with all requirements
