Revises the Master Transportation Plan requirements to be developed biennially (instead of long-range), directing the commissioner to consider statutory responsibilities, gubernatorial/legislative principles, conservation plans, federal requirements, and existing facility assessments rather than examining long-term commercial transportation coordination.

Changes the facilities assessment from annual to biennial (by September 1st of even-numbered years) and expands the commissioner's consultation sources to include various state boards, commissions, and regional planning organizations instead of just the Connecticut Public Transportation Commission.

Restructures the Connecticut Pilot Commission to consist of nine members including the Transportation Commissioner, an active licensed Connecticut pilot, and seven appointees representing maritime industries, environmental interests, shipping, admiralty law, and retired ship captains; eliminates member expense reimbursement.

Revises the Connecticut Maritime Commission composition and requires the State Maritime Office to provide staff support to both the Maritime Commission and newly created Pilot Commission; eliminates member expense reimbursement.

Requires all newly designated crosswalks to include markings, signage, or control signals providing sufficient time for safe pedestrian crossing; directs Department of Transportation to review State Traffic Commission permit procedures and submit improvement plan by December 31, 2010.

Authorizes repairs, reconstruction, or expansion of the Stamford Transportation Center parking garage using bond proceeds and temporary parking facilities.
